Job Overview

The Director of Pricing and Estimating leads the estimating team, managing bid specifications, ensuring staff knowledge, and maintaining accurate, competitive, and compliant proposals. The role involves technical writing, follow-ups with subcontractors, and collaboration with project management to ensure bid and budget accuracy.

Responsibilities

1. Ensure the accuracy of all pricing and technical documents in bid proposals.
2. Research RFPs and develop complete, competitive proposals within constraints.
3. Provide daily leadership to the estimating team to ensure productivity and accuracy.
4. Support internal and external audits with proper documentation.
5. Conduct compliance reviews of cost proposals and respond to audit inquiries.
6. Coordinate development of proposals adhering to guidelines and regulations.
7. Develop work breakdown structures and define effort, resources, and costs.
8. Collaborate with subject matter experts for effort and cost definitions.
9. Assist in training and organizational development.
10. Analyze scope of work, determine material needs, and compile bills of material.
11. Research and review bids for specialized tasks.
12. Refine estimating methodologies based on lessons learned.
13. Develop complex financial spreadsheets and assist in contract start-up budgets.
14. Document lessons learned and improve estimating models.
15. Prepare and publish proposal documents using computer-based tools.
16. Perform additional duties as required.

Job Requirements

Mandatory:

• B.S. in Finance, Business Administration, Construction Management, Engineering, or related field.
• Five years of experience developing formal pricing and cost proposals for government or commercial solicitations.
• Basic understanding of government regulations and codes.
• Proficiency in MS Excel.
• Strong communication skills and attention to detail.
• Ability to oversee tasks and support cost personnel.
